STAR+PLUS

STAR+PLUS is Texas Medicaid’s managed care program for seniors and people with disabilities who need long-term services and supports in a nursing facility or the community.

Full Definition

STAR+PLUS is the managed care delivery system Texas uses for Medicaid members who are elderly or have disabilities and need long-term services and supports (LTSS). Unlike traditional fee-for-service Medicaid, STAR+PLUS channels care through contracted managed care organizations (MCOs) that coordinate benefits and authorize services.

Members enrolled in STAR+PLUS receive both physical health benefits and LTSS benefits through their MCO. Long-term services include nursing facility care, personal attendant services, home health, adult day programs, and community services that help members stay in or return to the community.

Star+PLUS is available statewide except in certain rural areas. Enrollment is mandatory for most Medicaid members who qualify for long-term care. Each MCO assigns a service coordinator to help members navigate care options and access services.
